29 CFR 1926.501(b)(1): Each employee on a walking/working surface with an unprotected side or edge which was 6 feet (1.8 m) or more above a lower level was not protected from falling by the use of guardrail systems, safety net systems, or personal fall arrest systems.    On the west side of the construction site, employees performing framing work without fall protection were exposed to unprotected fall hazards of approximately 36 feet to the ground below.

29 CFR 1926.1051(a): Stairway(s) or ladder(s) were not provided at all personnel points of access where there was a break in elevation of 19 inches (48 cm) or more, or no ramp, runway, sloped embankment, or personnel hoist was provided.    On the west side of the construction site, the employer did not provide an extension ladder where employees could access and egress the building upper landings.  The employees were exposed to potential fall hazards.

On the west side of the construction site, the employer did not provide training to employees to recognize and avoid hazards were employees used an extension ladder to access and egress the building upper landings.  The employees were exposed to potential fall hazards.
