Employees of David Morse performed repairs to balconies at the Oak Park Condominiums.  Employees performed repairs using a fabricated frame scaffold.  The scaffold was supported by four legs.  Each leg's screw jack was replaced with an approximate twelve inch diameter rubber tired wheel.  Each wheel rested upon multiple small pieces of lumber marginally larger than the footprint of the wheel.  David Morse did not ensure that footings were sound, rigid and capable of supporting the scaffold without displacement.  This condition exposed employees to approximate 7.7 foot and fourteen foot fall hazards.
