29 CFR 1926.501(b)(1): The employer did not ensure that each employee on a walking/working surface (horizontal and vertical surface) with an unprotected side or edge which is 6 feet (1.8 m) or more above a lower level was protected from falling by the use of guardrail systems, safety net systems, or personal fall arrest systems. This violation occurred on June 2, 2020, where at least one (1) employee working on a 2nd story landing of an outdoor stairwell. Employee was exposed to a fall of approximately 20 feet to the concrete below.

29 CFR 1926.1052(b)(1): Except during stairway construction, foot traffic is prohibited on stairways with pan stairs where the treads and/or landings are to be filled in with concrete or other material at a later date, unless the stairs are temporarily fitted with wood or other solid material at least to the top edge of each pan. Such temporary treads and landings shall be replaced when worn below the level of the top edge of the pan. On or about June 2, 2020 and at times prior to, employees using the metal stairwell with unfilled pans were exposed to falls of up to 20 feet to the concrete below.
