29 CFR 1926.1053(b)(1): 29 CFR 1926.1053(b)(1): Portable ladders were used for access to an upper landing surface and the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface to which the ladder was used to gain access: Employees were exposed to fall hazards. Employees engaged in residential roofing activities, using a Werner 24 foot metal extension ladder, model #D1224-2, were exposed to fall hazards of approximately 11 feet from the eave of the building to the ground below. Employees were exposed in that the ladder was not secured to the building and did not extend at least 3 feet above the eave.
