29 CFR 1926.451(e)(1): When scaffold platforms were more than 2 feet (0.6 m) above or below a point of access, portable ladders, hook-on ladders, attachable ladders, stair towers (scaffold stairways/towers), stairway-type ladders (such as ladder stands), ramps, walkways, integral prefabricated scaffold access, or direct access from another scaffold, structure, personnel hoist, or similar surface were not used. Cross braces shall not be used as a means of access:    On or about June17, 2020, and at times prior thereto, at a workplace located at 7500 Randol Mill Road, Fort Worth, Texas; employees were not provided with a ladder for access and/or egress to and from the upper working levels of the scaffold and climbed the end frames exposed to the hazard of falling more than 8-feet to the lower level.
