The employer did not initiate and maintain safety and health programs related to the framing work being conducted by employees.

29 CFR 1926.501(b)(13): Each employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system, nor were employee(s) provided with an alternative fall protection measure under another provision of paragraph 1926.501 (b): a) Luis Morkacho located at 7812 Eastcross Dr. New Albany, OH 43054: On and preceding July 6, 2020, the employer did not ensure that employees engaged in residential construction activities 6 feet or more above lower level were protected from falls. Framers were installing sheathing and wood decking on the roof and second floor at heights that varied from 10-18 feet with open sides. The employees were not utilizing any form of fall protection which exposed them to falls up to 18 feet.
