29 CFR 1926.1053(b)(1): Where portable ladders were used for access to an upper landing surface and the ladder's length allows, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed:  (a) 421 West Market Street Marietta, PA - Employees were using an aluminum extension ladder to access the main roof from the ground at the side rake edge of the residential condo, the ladder did not extend three feet above the landing, exposing the employees to injuries from ladder collapse or deflection, on or about July 16, 2020.  Rubi Construction LLC was previously cited for a violation of this Occupational Safety and Health Standard 29 CFR 1926.1053(b)(1), which was contained in OSHA inspection number 1264511, citation number 1, item number 2 and was affirmed as a final order on January 5, 2018, with respect to a workplace located at Lots 211 Thru 214 Lark Way, Mechanicsburg, PA 17055.  Abatement certification and documentation required within 10 days after abatement date. The certification shall include a statement that abatement is complete, the date and method of abatement, and state that employees and their representatives were informed of this abatement. Abatement documentation shall include documents demonstrating that abatement is complete, such as evidence of the purchase or repair of equipment, photographic or video evidence of abatement or other written records.
