29 CFR  1926.65(c)(2): "Preliminary evaluation."  A preliminary evaluation of a site's characteristics shall be performed prior to site entry by a qualified person in order to aid in the selection of appropriate employee protection methods prior to site entry. Immediately after initial site entry, a more detailed evaluation of the site's specific characteristics shall be performed by a qualified person in order to further identify existing site hazards and to further aid in the selection of the appropriate engineering controls and personal protective equipment for the tasks to be performed:  a) North End Seawall:  On or about July 15, 2020, employees oversaw operations of subcontracted employees performing clean-up operations excavating and placing contaminated soil containing hazardous material into containment.  A preliminary evaluation of the site's characteristics by a qualified person prior to entry to aid in the selection of appropriate employee protection methods was not conducted exposing employees to inhalation hazards of volatile organic compounds.
