29 CFR 1926.20(b)(2): The employer did not initiate and maintain a safety program which provides for frequent and regular inspections of jobsites, materials, and equipment to be made by a competent person:  (a) ASR Companies, Inc., at 1027 S. Lemay Ave, Fort Collins CO, 80524: On or before August 21, 2020, the controlling employer did not ensure a safety program was developed and implemented for the work environment to include regular inspections on the job-site, material and equipment; conducted by a competent person.  2 subcontractor employees were using unguarded angle grinders and unprotected weld power cables while working on the 3rd level of a parking garage, stairwell installation.  The controlling employer conducted inspections of the jobsite but did not inspect the equipment. This condition exposed subcontractor employees to struck-by and electrical shock hazards.
