29 CFR OSH ACT of 1970 Section (5)(a)(1):The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees exposed to the lift tipping over when equipment becomes entangled in the platform. a) Worksite - On or about August 18, 2020, an employee was operating a JLG Scissor lift while using a pressure washer, approximately 9 feet above grade, with the platform elevated. While traveling the hose wrapped around a steel beam and caused the hose to become taut and lodged in between the frame of the lift resulting in the lift tipping over. Abatement Note: One feasible and acceptable method of abatement would be to follow ANSI Standard 92.3 entitled "Manually Propelled Work Platform"; Section 7 - Responsibility of Users; Section 7.11.5 Entanglement. Care shall be taken to prevent rope, electric cords, hoses, etc., from becoming entangled in the aerial platform.
