29 CFR 1926.501(a)(2): The employer did not determine if the walking/working surfaces on which its employees were to work had the strength and structural integrity to support employees safely: Employees were permitted to work on surfaces that did not have the requisite strength and structural integrity:  a) On or about 09/17/20, during a commercial roof replacement project at 10 Mount Read Boulevard, located in Rochester, New York, an employee fell through the roof deck 14 feet to ground level.  The employer did not determine if the existing roof deck had the strength and structural integrity to support employees working on the roof to remove roof membrane by conducting detailed inspections from inside (the building) to find if there was deterioration, damage, rust, corrosion, or any unsafe conditions of the roof deck:  and the roof deck lacked the requisite strength and structural integrity.
