29 CFR  1926.1101(k)(2)(i): Before work subject to this standard began, the building and/or facility owner(s) did not determine the presence, location and quantity of asbestos containing material (ACM) and/or presumed asbestos containing material (PACM) at the worksite pursuant to 29 CFR 1926.1101(k)(1):  (a) First National Tower Corporation at 215 W Oak St, Fort Collins, CO: On and around August 8, 2020, the building management company, who had contracted the construction work that disturbed asbestos containing material, did not determine the presence, location, and quantity of  presumed asbestos containing materials before the work on the property began. Subcontractor employees disturbed and cut ceiling blanket insulation above radiant heat ceiling tiles. The ceiling blanket insulation consisted of a layer of white insulation without any asbestos and a layer of friable, fibrous, white material with 80% Chrysotile asbestos. This condition exposed subcontractor employees to asbestos hazards.
