29 CFR 1926.21(b)(2):The employer did not instruct each employee in the recognition and avoidance of unsafe conditions and the regulations applicable to his/her environment to control or eliminate any hazards or other exposure to illness or injury: On or about September 23, 2020, employees engaged in guardrail replacement operations were exposed to caught-in and between hazards due to inadequacies in the knowledge and skills required to safely use digging equipment to lift loads. Hawk Construction was previously cited for a violation of this occupational safety and health standard, which was contained in OSHA inspection number 1429134, citation number 01, item number 001 and was affirmed as a final order on November 11, 2019, with respect to a workplace located at 200 Block of University and Mesa St. El Paso, TX 79901.
