29 CFR  OSH ACT of 1970 Section (5)(a)(1):The employer did not furnish employment a  place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to caught between hazards while operating a riding mower on or near grades/inclines without means to protect injury:  On or about September 28, 2020, an employee was performing grass cutting operations at the above location with a Toro 557 Z Master Mower (Model 74243 240000963) on a lawn surrounding a pond with a side grade or incline capable of causing vehicle rollover, exposing the employee to life threatening injuries such as but not limited to drowning.   The employer did not furnish a place of employment which was free from recognized hazards that were likely to cause death or serious physical harm to employees in that:  (a) The employer did not ensure the use of rollover protection by operators.   (b)  The employer did not provide effective operator training in accordance with manufacturer's guidelines.
