29 CFR  1910.146(c)(4): If the employer decides that its employees will enter permit spaces, the employer shall develop and implement a written permit space program that complies with this section. The written program shall be available for inspection by employees and their authorized representatives.   At this worksite, employees entered a confined space area and were not trained by the company as per the foreman on site.  The area in which they worked was an area that needed to be monitored as employees entered and exited the area.  This presented toxic fumes/vapors to employees and exposed them to health hazards.
