29 CFR 1926.501(b)(1): Each employee on a walking/working surface with an unprotected side or edge which was 6 feet (1.8 m) or more above a lower level was not protected from falling by the use of guardrail systems, safety net systems, or personal fall arrest systems.  a. Novel Upper Westside project: On or about October 1, 2020, and at times prior, the employer exposed an employee to fall hazards of approximately 12 feet from the working surface of a balcony to the ground below, in that the use of fall protection was not enforced while an employee was helping the foreman install a piece of wood trim on the exterior edge of a balcony platform.
