29 CFR 1926.20(b)(2): Such programs shall provide for frequent and regular inspections of the job sites, materials, and equipment to be made by competent persons designated by the employers: On or about June 8, 2020, on the 7th and 8th floor stairway landings in the Miami Plaza building located at 1502 NE Miami Place, in Miami, Florida, employees were exposed to fall hazards associated with performing metal framing and drywall installation from scaffolding prior to the employer providing an inspection of the worksite by a competent person to recognize potential hazards and determine the proper materials and equipment needed to perform the work safely.

29 CFR 1926.454(a): The employer did not have each employee who performed work while on a scaffold trained by a person qualified in the subject matter to recognize the hazards associated with the type of scaffold being used and to understand the procedures to control or minimize those hazards: On or about June 8, 2020, on the 7th and 8th floor stairway landings in the Miami Plaza building located at 1502 NE Miami Place, in Miami, Florida, employee were exposed to a fall hazard when performing metal framing and drywall installation work from fabricated frame and Baker's scaffolding prior to being provided with a training program that would enable them to recognize the hazards associated with the scaffolds.
