29 CFR  1910.1200(e)(1): The employer did not develop, implement, and/or maintain at the workplace a written hazard communication program which describes how the criteria specified in paragraphs (f), (g), and (h) of this section for labels and other forms of warning, safety data sheets, and employee information and training will be met.   a) Glenwood Springs Ford, Inc., at 55 Storm King Road, Glenwood Springs, CO 81601: On or before October 13, 2020, the employer did not develop, implement and maintain a written hazard communication program that pertains to employee use of chemicals, such as oils, solvents, windshield fluids and cleaners.  This condition exposes employees to use chemicals in an unsafe manner due to lack of knowledge about the chemicals.

29 CFR  1910.1200(f)(6)(ii):  The employer did not ensure that each container of hazardous chemicals in the workplace was labeled, tagged or marked with the product identifier and words, pictures, symbols, or combination thereof, which provide at least general information regarding the hazards of the chemicals and which, in conjunction with the other information immediately available to employees under the hazard communication program, would provide employees with the specific information regarding the physical and health hazards of the hazardous chemical:  a) Glenwood Springs Ford, Inc., at 55 Storm King Road, Glenwood Springs, CO 81601: On or before October 13, 2020, the employer did not ensure secondary containers of chemicals were labelled correctly with the chemical content of the container and the hazard warnings of the chemical contained therein.  Chemicals in the vehicle repair shop area were in clear spray bottles or glass containers with unknow chemicals contained in them.  This condition exposed employees to skin, eye and respiratory hazards.
