29 CFR 1910.1200(g)(8):The employer shall maintain in the workplace copies of the required material safety data sheets for each hazardous chemical, and shall ensure that they are readily accessible during each work shift to employees when they are in their work area(s). (Electronic access, microfiche, and other alternatives to maintaining paper copies of the material safety data sheets are permitted as long as no barriers to immediate employee access in each workplace are created by such options.) a) An employee involved in an incident of a chemical exposure, resulting in chemical conjunctivitis, was in possession of a chemical cleaning agent. The employer was not aware of the chemicals identity and did not have possession of the chemical's SDS.

29 CFR 1910.1200(h)(1):Employers shall provide employees with effective information and training on hazardous chemicals in their work area at the time of their initial assignment, and whenever a new chemical hazard the employees have not previously been trained about is introduced into their work area. Information and training may be designed to cover categories of hazards (e.g., flammability, carcinogenicity) or specific chemicals. Chemical-specific information must always be available through labels and safety data sheets. a) An employee was in possession of and spraying a chemical cleaning agent without having undergone Hazard Communication training. This employee was involved in an incident of a chemical exposure, resulting in chemical conjunctivitis.

29 CFR 1910.1200(f)(6):Workplace labeling. Except as provided in paragraphs (f)(7) and (f)(8) of this section, the employer shall ensure that each container of hazardous chemicals in the workplace is labeled, tagged or marked with either: (ii): Product identifier and words, pictures, symbols, or combination thereof, which provide at least general information regarding the hazards of the chemicals, and which, in conjunction with the other information immediately available to employees under the hazard communication program, will provide employees with the specific information regarding the physical and health hazards of the hazardous chemical. a) Employee involved in an incident of a chemical exposure, resulting in chemical conjunctivitis, was in possession of a chemical cleaning agent. The chemical cleaning agent was stored in an unlabeled/mislabeled secondary container.

29 CFR 1904.40(a):Basic requirement. When an authorized government representative asks for the records you keep under Part 1904, you must provide copies of the records within four (4) business hours. a) U.S.P.S. Merrifield: On or about 10/20/2020, the employer failed to provide copies of OSHA 300 and 300a records or their equivalents, which were requested for calendar years 2017, 2018, 2017, 2019, and 2020 within four (4) hours. The employer was previously cited for a violation of this occupational safety and health standard, which was contained in OSHA inspection number 1426876, citation number 2, item number 3 and was affirmed as a final order on 2-14-20, with respect to a workplace located at 600 Princess Anne Street, Fredericksburg, VA 22401.
