29 CFR  1918.22(b): Each side of the gangway, and the turntable if used, did not have a hand rail with a minimum height of 33 inches (0.84 m)(measured perpendicularly from rail to walking surface at the stanchion) and a midrail.  A) Garden City Terminal Vessel Maersk Tukang, on or about 10/27/20, and or times prior to, a section of the gangway on the shore side near the bottom did not have a handrail in place, thereby exposing employees to a drowning hazard.  Alternatively:   When the presence of such hazard exists, as created by the absence of a guardrail and where the gangway is not situated over the dock, the employer shall also provide a net or other suitable protection.
