29 CFR  1910.37(a)(3):Exit routes must be free and unobstructed. No materials or equipment may be placed, either permanently or temporarily, within the exit route. The exit access must not go through a room that can be locked, such as a bathroom, to reach an exit or exit discharge, nor may it lead into a dead-end corridor. Stairs or a ramp must be provided where the exit route is not substantially level.  a) Dollar General Store # - 514 North Antrim Way, Greencastle,  PA 17225:  On or about October 30, 2020, the employer did not ensure the exit in the stock room remained free and unobstructed at all times.  During the time period after receiving a weekly truck of merchandise, the exit became completely blocked for one (1) to four (4) days following the delivery.  Dollar General Corporation was previously cited for a violation of this occupational safety and health standard, 29 CFR 1910.37(a)(3), which was contained in OSHA inspection number 1153779, citation number 1, item number 1, and was affirmed as a final order on June 26, 2017, with respect to a workplace located at 347 South Main Street, Manheim, PA.  Dollar General Corporation was previously cited for a violation of this occupational safety and health standard, 29 CFR 1910.37(a)(3), which was contained in OSHA inspection number 1141463, citation number 1, item number 2, and was affirmed as a final order on June 26, 2017, with respect to a workplace located at 507 Jonestown Rd., Jonestown, PA.    Dollar General Corporation was previously cited for a violation of this occupational safety and health standard, 29 CFR 1910.37(a)(3), which was contained in OSHA inspection number 1172115, citation number 1, item number 1 , and was affirmed as a final order on June 26, 2017, with respect to a workplace located at 1059 Walker Road, Dover, DE.  Abatement certification and documentation required within 10 days after abatement date. The certification shall include a statement that abatement is complete, the date and method of abatement, and state that employees and their representatives were informed of this abatement. Abatement documentation shall include documents demonstrating that abatement is complete, such as evidence of the purchase or repair of equipment, photographic or video evidence of abatement or other written records.

During the time period after receiving a weekly truck of merchandise, the panel became completely blocked for one (1) to four (4) days following the delivery.   Dollar General Corporation was previously cited for a violation of this occupational safety and health standard, 29 CFR 1910.303(g)(1)(ii), which was contained in OSHA inspection number 1201133, citation number 1, item number 1, and was affirmed as a final order on July 19, 2017, with respect to a workplace located at 12674 Rt 19 South, Waterford, PA.   Dollar General Corporation was previously cited for a violation of this occupational safety and health standard, 29 CFR 1910.303(g)(1)(ii), which was contained in OSHA inspection number 1301615, citation number 1, item number 2, and was affirmed as a final order on August 27, 2018, with respect to a workplace located at 17 East State Street, Quarryville, PA. Where there is only one exit access leading to an exit or exit discharge, the width of the exit and exit discharge must be at least equal to the width of the exit access.   a) Dollar General Store # - 514 North Antrim Way, Greencastle,  PA 17225:  On or about October 30, 2020, the employer did not ensure the aisleway between the dairy coolers/freezers and stored products on "U-boats" and "Rolltainers" was greater than 28 inches.  Dollar General Corporation was previously cited for a violation of this occupational safety and health standard, 29 CFR 1910.36(g)(2) which was contained in OSHA inspection number 1301615, citation number 1, item number 1, and was affirmed as a final order on August 23, 2018, with respect to a workplace located at 17 East State Street, Quarryville, PA.
