29 CFR 1926.451(e)(1):When scaffold platforms were more than 2 feet (0.6 m) above or below a point of access, portable ladders, hook-on ladders, attachable ladders, stair towers (scaffold stairways/towers), stairway-type ladders (such as ladder stands), ramps, walkways, integral prefabricated scaffold access, or direct access from other scaffold, structure, personnel hoist, or similar surface were not used: a) Stonestreet Baptist Church, 311 Tunstall St., Mobile AL; On or about October 30, 2020 the employer exposed employees to fall hazards in that employees were allowed to climb up the side of a three buck high scaffold which was 16 feet high without the use of a ladder or other means of safe access.
