29 CFR 1926.21(b)(2):The employer did not instruct each employee in the recognition and avoidance of unsafe conditions and the regulations applicable to his/her environment to control or eliminate any hazards or other exposure to illness or injury: 1) On or about November 3, 2020, and at prior times, U.S. General Services Administration, as the controlling employer, did not ensure that employees of its subcontractor, Sky Blue Builders LLC, were notified of the likely presence of lead-based paint on a bridge on North Avenue, prior to the employees sanding the paint in preparation for resurfacing. This exposed workers to potentially elevated blood lead levels, and adverse kidney and central nervous system effects. Abatement Note: Abatement certification is required for this item (see enclosed "Certification of Corrective Action Worksheet").
