29 CFR 1910.147(c)(4)(ii)(D):The energy control procedures did not clearly and specifically outline the requirements for testing a machine or equipment to determine and verify the effectiveness of lockout devices, tagout devices, and other energy control: On or about November 17, 2020, the employer failed to ensure that their lock out tag out procedures for machines and equipment, to include but not limited to, the Ormont Filler and Feeders, included checking to ensure the energy of said machines was completely locked out prior to allowing employees to clear jams and perform other tasks. Such as identifying within the procedures, the stop time of the impeller fan. NOTE: The employer was previously cited for a violation of this occupational safety and health standard or it's equivalent standard which was contained in OSHA Inspection #1424464, citation 1, item 1a, which was affirmed as final order on October 29, 2019, with respect to the workplace located at 9759 Church Road West, Walls, MS 38680.

NOTE: The employer was previously cited for a violation of this occupational safety and health standard or it's equivalent standard which was contained in OSHA Inspection #1424464, citation 1, item 1c, which was affirmed as final order on October 29, 2019, with respect to the workplace located at 9759 Church Road West, Walls, MS 38680.
