29 CFR 1926.1053(b)(1): When portable ladders are used for access to an upper landing surface, the ladder side rails shall extend at least 3 feet (.9 m) above the upper landing surface to which the ladder is used to gain access. On November 20, 2020 at 1165 Christian Street in Oshkosh, Wisconsin, employees were using a telescoping ladder to access and egress a roof surface ten feet above surface level without the side rails extended at least three feet above the roof surface. The side rails were extended 12 inches above the eave edge, exposing employees to fall hazards.
