29 CFR 1910.29(b)(10): When guardrail systems are used at hoist areas, a removable guardrail section, consisting of a top rail and midrail, was not placed across the access opening between guardrail sections when employees are not performing hoisting operations. On or about November 18, 2020, employees where observed working on the rig floor with the mid chain and top chain at hoist areas removed. Hoisting was not being performed. This conduction exposed employees to a fall greater than 4-feet.
