29 CFR 1926.451(b)(1): Each platform on all working levels of scaffolds was not fully planked or decked between the front uprights and the guardrail supports: On or about December 10, 2020, employees were installing LATH and applying stucco for the residential apartments under construction from the 2nd tier of a tubular welded scaffold approximately 14 feet high with the working level not fully planked between the uprights, exposing employees to a fall hazard.
