Each employee on a steep roof with unprotected sides and edges 6 feet (1.8 m) or more above lower levels shall be protected from falling by guardrail systems with toeboards, safety net systems, or personal fall arrest systems:   On or about 12/21/2020, the employer did not ensure appropriate fall protection was implemented for employees performing commercial roofing operations on a 5:12 pitch roof.  The employees were exposed to fall hazards of up to approximately twelve (12) feet.  The employer (Matt Nisley doing business as Nisley's Quality Coatings) was previously cited for a violation of an equivalent standard, 29 CFR 1926.501(b)(13), which was contained in OSHA inspection number 1316092, citation number 1, item number 1 and was affirmed as a final order on 7/26/2018, with respect to a workplace located at 3201 Douglas Woods, Urbana, IL, 61802.

29 CFR 1926.1053(b)(1): Portable ladders are used for access to an upper landing surface and the ladder side rails do not extend at least 3 feet (.9 m) above the upper landing surface to which the ladder is used to gain access:   On or about 12/21/2020, the employer did not ensure portable ladders were constructed and placed so three (3) feet or more was extended above the upper landing.  Workers performing commercial construction were exposed to falling approximately twelve (12) feet while using a little giant type ladder to ascend/descend from the ground level to the roof.   The employer (Matt Nisley doing business as Nisley's Quality Coatings)  was previously cited for a violation of this occupational safety and health standard. 29 CFR 1926.1053(b)(1), which was contained in OSHA inspection number 1316092, citation number 1, item number 2 and was affirmed as a final order on 7/26/2018, with respect to a workplace located at 3201 Douglas Woods, Urbana, IL, 61802.
