29 CFR 1926.501(b)(1):"Unprotected sides and edges." Each employee on a walking/working surface (horizontal and vertical surface) with an unprotected side or edge which is SIX feet (1.8 m) or more above a lower level shall be protected from falling by the use of guardrail systems, safety net systems, or personal fall arrest systems. On or about December 30, 2020, an employee performing snowblowing operations on the roof of a new five story residential construction building was not protected for falls by a conventional fall protection system.

29 CFR 1926.502(f)(4): Mechanical equipment on roofs shall be used or stored only in areas where employees are protected by a warning line system, guardrail system, or personal fall arrest system. On or about December 30, 2020, an employee was exposed to fall hazards while they used a snowblower on the roof a new five story residential construction to clear the roof of snow prior to other roofing activities. The employee was not operating the snowblower behind a warning line system or guardrail system and was not connected to a personal fall arrest system.
