29 CFR 1926.100(a):Employees working in areas where there is a possible danger of head injury from impact, or from falling or flying objects, or from electrical shock and burns, shall be protected by protective helmets. (a) Front of house under roof - On or about January 5, 2021 the employer did not ensure that employees working on ground cleaning up while workers were on the roof were wearing head protection exposing them to struck by hazards.

Each employee on a steep roof with unprotected sides and edges 6 feet (1.8 m) or more above lower levels shall be protected from falling by guardrail systems with toeboards, safety net systems, or personal fall arrest systems. (a) Front of house on roof - On or about January 5, 2021 the employer did not ensure each employee working on the steep roof above 6 feet high, were provided a means of fall protection, exposing them to fall hazards.
