29 CFR 1926.501(b)(13):Each employee engaged in residential construction activities 6 feet or more above lower levels was not protected by a guardrail system, safety net system, or personal fall arrest system, or an alternative fall protection measure that meets a provision described in paragraph (b) of this section. (a) Jobsite located on 2001 Beach St. Philadelphia, PA - 19125: The employer failed to ensure employees were using fall protection while performing framing activities approximately 30 feet above ground level, thereby exposing employees to fall hazards. Condition was observed on or about 8 January 2021.

29 CFR 1926.1053(b)(1):Where portable ladders were used for access to upper landing surfaces, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface to which the ladders were used to gain access. (a) Jobsite located on 2001 Beach St. Philadelphia, PA - 19125: The employer did not ensure that the 12 foot aluminum portable ladder side rails extended 3 feet above the upper landing surfaces, thereby exposing the employees to a fall hazard. Condition was observed on or about 8 January 2021.
