29 CFR 1926.416(a)(1): Employees were permitted to work in proximity to electric power circuits and were not protected against electric shock by de-energizing and grounding the circuits or effectively guarding the circuits by insulation or other means:    a).     On or about 12/23/20, at 29-50 Northern Blvd, Long Island City, NY.    Employees were pulling cables  through three live terminals inside the cabinet with 13.8kV located on the 3rd floor of MTACC/LIRR East Side Access System Facilities.
