OSH ACT of 1970 Section (5)(a)(1): The employer did not furnish employment and a place of employment which was free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to the hazard of being caught in the infeed rollers and cut by the rotating cutter disc while feeding tree limbs and branches/brush into a wood chipper:  2100 Dry Brook Road, east side of home, on or about 1-7-21, one employee was feeding tree limbs and branches/brush into a Morbark 290 Brush Bandit hand fed wood chipper (Model #SP11HP3 24542105, T.D. BOM #39060, Serial #1B5403), without the training necessary for employees to recognize the hazards associated with chipper work and the safe operating practices and techniques for feeding the chipper, in that the employer failed to ensure that only employees trained in the safe operation of chippers, and failed to ensure that safe operating practices and techniques were used for feeding the chipper:   Among other methods, one feasible and acceptable method of abatement to correct the hazard is to:  Provide training and perform work in accordance with:  AMERICAN NATIONAL STANDARDS INSTITUTE (ANSI) Z133.1-2006, paragraph 5.3.7 FOR ARBORICULTURAL OPERATIONS-Brush Chippers, stating:  "Arborists, Mechanics, and other workers shall not, under any circumstances, reach into the infeed hopper when the cutter disc, rotary drum, or feed rollers are moving".    AMERICAN NATIONAL STANDARDS INSTITUTE (ANSI) Z133.1-2006, paragraph 8.6.5 FOR ARBORICULTURAL OPERATIONS-Brush Removal and Chipping, stating:  "Training shall be provided in the proper operation, feeding, starting, and shutdown procedures for the chipper being used".    AMERICAN NATIONAL STANDARDS INSTITUTE (ANSI) Z133.1-2006, paragraph 8.6.5 FOR ARBORICULTURAL OPERATIONS-Brush Removal and Chipping, stating:  "Hands or other parts of the body shall not be placed into the infeed hopper.  Leaning into or pushing material into the infeed hoppers with feet is prohibited".
