29 CFR  1926.21(b)(2): The employer did not instruct each employee in the recognition and avoidance of unsafe condition(s) and the regulation(s) applicable to his work environment to control or eliminate any hazard(s) or other exposure to illness or injury:  Site- On or about January 11, 2021, employees framing walls at a residential construction site were not protected from a struck by hazard where the employer did instruct each employee on the crew in the proper technique and equipment to use while manually lifting walls into place. Two employees were struck by a wood framed wall when it fell over because it was not secured with jacks while lifting into place.

29 CFR  1926.501(b)(13): Each employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system, nor were employee(s) provided with an alternative fall protection measure under another provision of paragraph 1926.501 (b):    a. Site, Second floor- Employees working from the second floor deck were not protected from a fall of approximately 15 feet where guardrails were not installed along the unprotected floor edges and window openings. The employer did not require the use of personal fall arrest equipment where guardrails were not installed on the second floor.  b. Site, first floor- Employees working from the first floor were not protected from a fall of approximately 10 feet where the stair opening to the basement did not have guardrails or a cover.
