29 CFR 1910.22(c): Access and egress. The employer must provide, and ensure each employee uses, a safe means of access and egress to and from walking-working surfaces. On or about 1/7/2021 employees did not have a safe means of access and egress in that employees were exposed to a struck by hazard by the moving Transfer Cart (Mainline Conveyor model # 00526TV01 Shuttle Car) while transiting through the path of the Material Handler.

29 CFR 1910.212(a)(1):Types of guarding. One or more methods of machine guarding shall be provided to protect the operator and other employees in the machine area from hazards such as those created by point of operation, ingoing nip points, rotating parts, flying chips and sparks. Examples of guarding methods are-barrier guards, two-hand tripping devices,electronic safety devices, etc. On 1/7/2021 the employer did not properly guard a Transfer Cart (Mainline Conveyor model # 00526TV01 Shuttle Car) in that an employee was adjusting a load of corrugated cardboard on a conveyer system when the employee was stuck from behind by the moving Transfer Cart. Employees are exposed to a struck by hazard while transiting in the transfer cart area in the transport cart did not have any sensor device that informed it of any person in front or behind it.
