29 CFR  1910.147(c)(4)(ii)(C):The energy control procedure did not clearly and specifically outline the steps for placement, removal and transfer of lockout devices or tagout devices and the responsibility for them.   On or about and times prior to January 19, 2021: Employees working on the dock and loading trailers with rolltainers are exposed to hazards where the employer did not have specific procedural steps in place to eliminate a trailer being loaded from pulling away from the dock accidently by the tractor/trailer driver.   An employee (rolltainer loader) was injured and hospitalized when the trailer he was loading was pulled from the dock by the driver.
