29 CFR 1926.1053(b)(4): Ladder(s) were used for purposes other than the purpose for which they were designed:  At the jobsite located at 16038 W 166th Court in Olathe, Kansas, employees engaged in residential framing activities using a Werner 8 foot A-frame ladder, were exposed to fall hazards of approximately 8 feet from the top of the ladder to the ground below in that the top rung of the step ladder was used as the working platform.
