29 CFR 1926.651(a):All surface encumbrances that were located so as to create a hazard to employees were not removed or supported, as necessary, to safeguard employees. On or about January 26, 2021 an excavation to service a building water pipeline was left open and without any type of protection at building 17 of the J. Robert Memorial Renovation project located at 421 Mangrum St. EL Paso, TX. 79912. This condition exposed employees to fall hazards.
