29 CFR 1926.451(f)(3):Scaffolds and scaffold components were not inspected for visible defects by a competent person before each work shift, and after any occurrence which could affect a scaffold's structural integrity: a. On or about 2/2/2021, near the entrance of the Sheriff's office, two employees were directed to secure tarps that were acting as a wind-debris barrier along a walkway that was enclosed by scaffolding. The scaffolding had not been inspected by a competent person before the start of the workday and the scaffold did not have guardrails installed or a safe means of access, thus exposing the employee to a 11 foot fall hazard.

The ladder was not secured in place and the employees were not provided a safe method of mounting and dismounting the ladder.
