29 CFR 1926.501(b)(1):Each employee on a walking/working surface with an unprotected side or edge which was 6 feet (1.8 m) or more above a lower level was not protected from falling by the use of guardrail systems, safety net systems, or personal fall arrest systems. On or about February 2, 2021 employees performing roofing work on Building 100 at a height greater than 6 feet, were exposed to fall hazards because they were not provided fall protection.

29 CFR 1926.1053(b)(1): Where portable ladders were used for access to an upper landing surface and the ladder's length allows, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed: On or about February 2, 2021 employees performing roofing work on Building 100 were using a ladder with rails that did not extend at least 3 feet above the upper landing surface being accessed.
