29 CFR 1926.501(b)(1): Each employee on a walking/working surface with an unprotected side or edge which was 6 feet (1.8 m) or more above a lower level was not protected from falling by the use of guardrail systems, safety net systems, or personal fall arrest systems. On the west side of the construction site, employees engaged in framing work on the second level of the commercial building without fall protection were exposed to unprotected fall hazards of approximately 14 feet to the lower level.

29 CFR 1926.102(a)(1): The employer did not ensure that each affected employee used appropriate eye or face protection when exposed to eye or face hazards from flying particles, molten metal, liquid chemicals, acids or caustic liquids, chemical gases or vapors, or potentially injurious light radiation. On the west side of the construction site, employees engaged in framing work use pneumatic nail guns and were not wearing eye protection. The employees were exposed to struck-by and eye injuries.

29 CFR 1926.503(a)(1): The employer did not provide a training program for each employee potentially exposed to fall hazards to enable each employee to recognize the hazards of falling and the procedures to be followed in order to minimize these hazards. At the construction site, the employer did not develop or provide fall protection training to the employees engaged in framing work to recognize and eliminate hazards such as fall protection.
