29 CFR  1926.100(a):Employees working in areas where there is a possible danger of head injury from impact, or from falling or flying objects, or from electrical shock and burns, shall be protected by protective helmets.  Employees were working without head gear protection were exposed to struck-by hazards while working on the ground handling framing material without the use of head protection.

29 CFR  1926.102(a)(1):The employer shall ensure that each affected employee uses appropriate eye or face protection when exposed to eye or face hazards from flying particles, molten metal, liquid chemicals, acids or caustic liquids, chemical gases or vapors, or potentially injurious light radiation.  Employees engaged in framing activities were exposed to struck-by-hazards when using pneumatic nail gun without the use of eye protection.

29 CFR  1926.501(b)(13):  Each employee engaged in residential construction activities 6 feet (1.8 m) or more above lower levels shall be protected by guardrail systems, safety net system, or personal fall arrest system unless another provision in paragraph (b) of this section provides for an alternative fall protection measure. Exception: When the employer can demonstrate that it is infeasible or creates a greater hazard to use these systems, the employer shall develop and implement a fall protection plan which meets the requirements of paragraph1926.501(b):  Employees engaged in framing activities were exposed to fall hazards in excess of six (6) feet.  Johnathan "J" Bell Construction was previously cited for a violation of this occupational safety and health standard or its equivalent standard 1926.501(b)(13), which was contained in OSHA inspection number 1300029, citation number 1, item number 2 and was affirmed as a final order on 07/12/2018 with respect to a workplace located at 1206 Hillshire off CR 1500, Wolfforth, Texas.

The program shall enable each employee to recognize the hazards of falling and shall train each employee in the procedures to be followed in order to minimize these hazards:  Employees engaged in framing activities were not provided fall protection training to enable the employees to understand the importance of wearing fall protection above six (6) feet.

29 CFR  1926.1060(a):The employer shall provide a training program for each employee using ladders and stairways, as necessary. The program shall enable each employee to recognize hazards related to ladders and stairways, and shall train each employee in the procedures to be followed to minimize these hazards.  Employees performing framing activities by climbing on a ladder to access the upper level, had not been trained to recognize the hazards related to ladders and the procedures to follow that would minimize the hazards.
