1910.147(c)(9) Notification of employees. Affected employees shall be notified by the employer or authorized employee of the application and removal of lockout devices or tagout devices. Notification shall be given before the controls are applied, and after they are removed from the machine or equipment. The Employer did not establish an adequate procedure for authorized employees to notify other affected employees of the performance of maintenance or other work that may involve the implementation of energy control procedures.

29 CFR 1910.179(b)(6)(ii):Where passageways or walkways are provided obstructions shall not be placed so that safety of personnel will be jeopardized by movements of the crane. On 3/24/2021 the employer did not ensure that the scissors lift located behind the door to the steel yard, utilized by a maintenance employee was not placed so that the lift did not obstruct the path of the overhead crane still in use.
