29 CFR 1926.25(a):1926.25(a): At this job site, roofing materials such as nails, shingles, plywood and construction debris, was not kept cleared from work areas. On or about March 29, 2021, boards with protruding nails were scattered throughout the site where employees were constructing apartment buildings, exposing employees to the hazard of stepping on nails.

29 CFR 1926.501(b)(13):Each employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system, nor were employee(s) provided with an alternative fall protection measure under another provision of paragraph 1926.501 (b). On or about March 29, 2021, employees were working up to approximately 30 feet high from the apartment buildings under construction without fall protection, exposing employees to a fall hazard.
