The employer was required to initiate and maintain safety programs, including a fall protection program, to ensure that employees exposed to construction industry hazards were familiar with the methods and means to minimize or eliminate the hazards. b) On or about June 27, 2021, the employer did not certify that citation 1-1-b had been abated. The employer was required to provide a training program to enable employees that are exposed to fall hazards while performing roofing activities to recognize the hazards of falling and the procedures to be followed to minimize those hazards.

Each employee engaged in roofing activities on low-slope roofs, with unprotected sides and edges 6 feet (1.8 m) or more above lower levels shall be protected from falling by guardrail systems, safety net systems, personal fall arrest systems, or a combination of warning line system and guardrail system, warning line system and safety net system, or warning line system and personal fall arrest system, or warning line system and safety monitoring system. On April 6, 2021, at a worksite located at 316 East 14th Street, in Kaukauna, Wisconsin, employees were engaged in roofing activities on a low-slope roof with an unprotected side of approximately 10 feet above surface level and were not protected from falling by a conventional form of fall protection or safety monitor.
