29 CFR 1926.1053(b)(6):Ladders were used on surfaces which were not stable and level: a) At the site, on or about about April 13, 2021, the employer did not ensure an aluminum ladder, used by employees to access the roof, was placed on a level surface, thereby exposing employees to fall hazards.

29 CFR 1926.501(b)(13): Each employee engaged in residential construction activities 6 feet (1.8 m) or more above lower levels is not protected by guardrail systems, safety net system or personal fall arrest systems or alternative fall protection measures as provided by another provision in paragraph (b) of this section : a) Employees performing roofing work are not protected from fall hazards by the use of a fall protection system. The employer fails to ensure effective protections against falls as required by the standard, as demonstrated on April 13, 2021, when three employees are performing work on the roof of a residential home without fall protection at 141 Crystal Lake Drive, Savannah, Georgia 31407, and are exposed to falls of approximately 20 feet to the ground. To abate this hazard, the employer must protect employees by installing guardrails, a safety net system, or provide and require the use of personal fall arrest systems. Pursuant to 29 CFR 1903.19, the employer must submit documents describing the steps it is taking to ensure compliance, including an explanation of how these steps protect its employees from fall hazards.
