29 CFR  1926.451(f)(3): Scaffolds and scaffold components were not inspected for visible defects by a competent person before each work shift, and after any occurrence which could affect a scaffold's structural integrity:  Site - On or about April 21, 2021, the scaffolding in use at the jobsite had not been inspected by a competent person prior to the work shift to determine if there are structural integrity deficiencies such as where there were pins missing from the frames to prevent uplift, some footings were not level and were partially displaced off of their mudsills and there was no guard railing installed on the work platform.
