29 CFR  1926.501(b)(13):  Employee engaged in residential construction activities 6 feet (1.8 m) or more above lower levels was not protected by guardrail systems, safety net system, or personal fall arrest system unless another provision in paragraph (b) of this section provides for an alternative fall protection measure. Exception: When the employer can demonstrate that it is infeasible or creates a greater hazard to use these systems, the employer did not develop and implement a fall protection plan which meets the requirements of paragraph (k) of 1926.502.  New home  construction located at 443 Stillwood Dr. Lot 300 Newnan GA, roof work:  On or about 4/27/2021, and at times prior, the employer exposed employees to fall hazards in that, employees were performing roofing work at or above 25 feet without proper fall protection( fall arrest system, guardrail system, safety net system).

29 CFR  1926.1053(b)(1):Employee used a 6-foot "A frame" portable ladders to access to an upper landing surface, the ladder was 4-feet below the upper landing surface to which the ladder  was used to gain access to the upper level. The ladder was not secured at its top to a rigid support that would not deflect, there was no grasping device, such as a grabrail that would assist employees in mounting and dismounting the ladder.  New home construction at 443 Stillwood Dr. Lot 300 Newnan GA rooftop of the structure: On or about 4/27/2021 and at times prior, employee engaged in roofing activities were exposed to fall hazards while using a 6ft ladder to access/egress the upper level (2nd floor). The upper level was at a height of approximately 10.6 feet  to the lower (ground) level.

New home construction at 443 Stillwood Dr. Lot 300 Newnan GA rooftop of the structure: On or about 4/27/2021, employee engaged in roofing activities were exposed to fall hazards while using a 6ft ladder to access/egress the upper level (2nd floor) by using the top step as a ladder as a step. The upper level was at a height of approximately 10.6 feet  to the lower (ground) level.

New home  construction located at 443 Stillwood Dr. Lot 300 Newnan GA, roof work:  On or about 4/27/2021, and at times prior, the employer exposed employees to several unrecognized hazards in that, employees were performing work prior to a competent person conducting an inspection of the job site, materials and equipment.
