29 CFR  1926.95(a):  Protective equipment, including personal protective equipment for eyes, face, head, and extremities, protective clothing, respiratory devices, and protective shields and barriers, were not provided:  On or about 27 April 2021, at Building #11, Puerto Rico Air National Guard Base, Carolina, PR. At a rear work room, employees engaged on electrical operations were observed installing  electrical cabling thru metal framing raceways without proper safety shoes.    NOTE: Certification of abatement is not required for this citation item as abatement was documented by the compliance safety and health officer during the inspection.

29 CFR  1926.404(b)(1)(ii): On a construction site, where an assured equipment grounding program was not utilized, all 120-volt, single-phase, 15 and 20 ampere receptacle outlets which were not a part of the permanent wiring of the building or structure and which are in use by employees did not have approved ground fault circuit interrupters for personal protection.   On or about 27 April 2021, at Building #11, Puerto Rico Air National Guard Base, Carolina, PR. At the worksite, employees engaged in construction operations have been connecting electrical tools and equipment to electrical multi-outlets extension cords not designed for that use and without approved ground fault circuit interrupters.    NOTE: Certification of abatement is not required for this citation item as abatement was documented by the compliance safety and health officer during the inspection.

29 CFR  1926.416(b)(2): Working spaces, walkways, and similar locations were not kept clear of cords which created a hazard to employees:   On or about 27 April 2021, at Building #11, Puerto Rico Air National Guard Base, Carolina, PR. At the worksite, the employer did not maintain working areas free of electrical and tripping hazards such as keeping live electrical cables free of exposed employees and away from walking surfaces.
