Site: Blending building at 6901 Heege Road, St. Louis, Missouri. On or about April 29, 2021, transfer of flammable liquids was performed by gravity while 370 gallon containers were raised on forklifts. On the date above, static electricity started at the metal funnel causing a major fire that destroyed the entire building.

29 CFR 1910.106(h)(7)(i)(b): Category 1 or 2 flammable liquids, or Category 3 flammable liquids with a flashpoint below 100 �F (37.8 �C), were dispensed into containers without the nozzle and container electrically interconnected. Where the metallic floorplate on which the container stands while filling is electrically connected to the fill stem or where the fill stem is bonded to the container during filling operations by means of a bond wire, the provisions of this section were not deemed to have been complied with: Manor Chemical Co., Inc. located at 6901 Hagee Road, St. Louis, Missouri: On or about April 29, 2021, where flammable liquids such as toluene, acetone, ethanol, methyl ethyl ketone and ethyl acetate were dispensed in to containers via gravity, the metal funnel that caught the chemicals was not bonded. Static electricity started fire at the funnel level and caused a major fire that destroyed the entire building.
